Project Intervene is a New South Wales government-driven program focused on getting serious defects fixed in class 2 residential buildings that are still under warranty. The program is an initiative of Construct NSW, the government's building and construction reform program.
Project Intervene was piloted in mid-2022 and officially launched in November 2022 as a surge program. It has proven successful in achieving results with around 100 Owners Corporations registering for the program and serious defects being resolved in several buildings already.
To find out more about Project Intervene, join us next week on UDIA TV to hear from our guest speakers:
Yolande Nyss, Program Manager, Project Intervene
Elizabeth Stewart, Legal Director, Office of the Building Commissioner
During the event we will explore:
- Project Intervene and the Residential Apartment Building (RAB) Act.
- Who's who in Project Intervene? The role of the Undertaking Manager, Developer, Superintendent and Owners Corporation/Strata Manager.
- The process: serious defects lists and deed polls.
- The program so far: benefits for a developer.
- Q&A.

Program Manager, Project Intervene
Yolande has more than 20 years’ experience in the NSW public service. She has worked in disciplinary action units in home building and compensation funds and been responsible for high-level stakeholder engagement. Yolande has also worked in the Ministerial Advisory Unit and advised on, and led, dispute resolution in real estate, strata, and retirement villages matters.
In 2019, the newly appointed Building Commissioner, David Chandler OAM, invited Yolande to play a critical role in delivering Construct NSW, a major ‘once in a generation’ reform program to transform the construction industry in New South Wales. Yolande has led the development and implementation of Project Intervene as its Program Manager.
Legal Director, Office of the NSW Building Commissioner
Elizabeth is a lawyer who has worked in government construction and property for over 20 years and has been a part of the Office of the NSW Building Commissioner since 2019 providing legal and project support. Elizabeth is very keen on the Construct NSW reforms because they offer a sound alternative for resolution of defects where they occur, and also in the upskilling of the industry working on residential apartment buildings so that there are fewer defects in the future.
